Business Voucher Instructions

The objective of the Business Voucher system is to encourage companies to develop, expand, and increase their visibility.

The support is intended for SMEs located in the rural villages of Rovaniemi with a valid Business ID. The company must be registered in Rovaniemi and have an operational location in the rural village area of Rovaniemi.

General Eligibility

Eligible applicants:

• SMEs
• agriculture businesses
• reindeer husbandry businesses
• forestry businesses
• self-employed professionals

Business may be full-time or part-time. Support is not granted for hobby-like or extremely small-scale activity (turnover under €20,000 excluding grants).

The supported service or investment must relate to business operations and create long-term income-generating capacity.

Support cannot be granted if turnover exceeds €1,000,000 or balance sheet total exceeds €1,000,000, or if the applicant faces insolvency or bankruptcy.

Purchase of Services

• market analyses
• feasibility studies
• technical services
• production-related services
• company image development

Investments

Investments must relate to business operations and improve income generation. Maximum eligible cost is €10,000 (VAT 0%).

Not eligible:

• small purchases under €200
• operating costs
• working capital
• IT hardware
• standard software
• vehicles
• livestock
• used goods purchased from private individuals

Marketing and Trade Fairs

Support may be granted for major one-time campaigns (marketing plan required), roadside advertising (with approval), and trade fair participation (plan, cost breakdown, expected results, and post-event report required).

Professional Training

Post-secondary professional training related to the business (max. 10 ECTS credits) may be supported.

Entrepreneur’s Work Ability

Discretionary support may be granted for improving the work environment and professional competence. Support is not granted for recreational or physiotherapy services.

Funding Terms

• Support rate: max. 40% of VAT-excluded costs
• Maximum grant: €4,000 per company per calendar year
• Minimum payment: €100
• De minimis rule applies (max. €200,000 over three tax years)

Application Process

Applications must be submitted via www.rkks.fi. Updated financial statements are required. Receipts and report must be submitted by 15 December 2026.
